Section 53
(1)
Notwithstanding any other provision of this Act, the Minister shall have the power to exempt any person from the operation of this Act or of any provision thereof, if he is satisfied that the public interest or considerations of international comity and reciprocity require such exemption.
(2)
The Minister may attach such terms, conditions and limitations to any exemption as he considers necessary or expedient.
(3)
Any exemption of any person from the operation of this Act or of any provision thereof shall be in writing, stating the reasons therefor.
