Section 49
The Minister may make such regulations as appear to him to be necessary or expedient for carrying out to the provisions of this Order and in particular, but without prejudice to the generality of the foregoing provisions, such regulations may-

{a) provide for the care, maintenance and education of children-jiJ placed in the custody or under the care or control; or
(ii}
taken into the care, custody or control, of any person under the provisions of this Order, and the duties of such person;
fb) provide for the control, care, detention, temporary absence, maintenance and education of children in places of safety;
{c)
regulate the management, visitation and inspection of places of safety;
[d) require the person in charge of a place of safety to submit to the
Permanent Secretary returns, reports and information in respect of children placed therein;
[e)
regulate the procedure of admission to or discharge from a place of safety;
{f) prescrille the particulars, photographs or other means of identification, to be furnished in relation to a child in need of protection;
{g) prescribe the form of orders, warrants, summonses and bonds;
{h) prescribe the records required to be kept in respect of a child in need of protection and the manner in which they shall be kept;
{i} require the furnishing of information as to changes of address of every child in need of protection and of the person having custody of the child, and the transfer of records and registers in such cases;
{j)
regulate the procedures and practice of the Action team on Child Abuse.
