Section 28
Any person who, being a guardian or a person for the time being having the care of a child, leaves that child, without making reasonable provision for the supervision and care of the child, for a period which is unreasonable or under unreasonable circumstances shall be punished with imprisonment which may extend to 5 years with 10 strokes of whipping or to a fine not exceeding $10,000 or both.
