(1)
His Majesty in Council may make regulations prescribing all matters which by this Act are required or permitted to be prescribed or which are necessary or conve-nient to be prescribed to carry this Act into effect, or to give effect to any power, function, duty or authority under this
Act, and without limiting the generality of the power con-ferred by this section the regulations may prescribe -
(a)
the fees to be paid to the Registrar under this Act;
(b)
the forms to be used under this Act;
(c)
the duties of the Registrar for the purposes of this Act;
(d)
generally the conduct and regulation of reg-istration under this Act.

Any such regulation shall be published in the
Gazette and shall have the same form as if enacted in this
Act.
