to create and develop a world class premier energy research and development capabilities in Brunei Darussalam;

to conduct research and development in all fields of energy including energy technology development and verification;

to initiate and undertake or enter into contractual testing, consultancy, research or development projects for the purpose of its functions;

to promote and commercialise and enable deployment of research products and innovative solutions into the local and international market-place in the field of energy;

to provide financial assistance for appropriate and approved energy research and development activities;

to promote collaborative links between governments, businesses, industries, universities and societies in identifying and exploiting key niches for developments and progress in energy;

to encourage a multi-disciplinary and holistic approach to problem-solving in the field of energy;

to encourage a culture that is energy-conscious and committed towards energy security and environmental sustainability;

to disseminate, share and promote research findings through published papers, seminars and conferences, in the field of energy;

to promote research and development among youths, and to develop public awareness of the importance of energy research and development in Brunei Darussalam; and

to do all such things as may be necessary, incidental or conducive to the attainment of all or any of its functions and powers.
