(1)
The Minister may, with the approval of His Majesty the Sultan and Yang Di-Pertuan, modify the conditions of a broadcasting licence, other than a class licence, in accordance with this section.
(2)
Before making any modification to the conditions of a broadcasting licence under this section, the Minister shall give written notice to thelicensee-
(a)
stating that he proposes to make the modification in the manner specified in the notice and, unless the modification results from a contravention by the licensee of paragraph (a) of subsection
(1)
of section 15 or from any other default of the licensee, the compensation (if any) payable for any damage caused thereby; and
(b)
specifying the time, being not less than 28 days from the date of service of notice on the licensee, within which written representations with respect to the proposed modification may be made.

(3)
After receipt of any representations referred to in paragraph (b)
of subsection(2),theMinistershallconsiderthemandmay-
(a)
reject the representations;
or
(b)
amend the proposed modification or compensation payable in accordance with the representations, or otherwise, and, in either event, shall thereupon issue a written direction to the licensee requiring that effect be given to the proposed modification specified in the notice, or to such modification as subsequently amended by him, within a reasonable time.
(4)
Any broadcasting licensee aggrieved by a decision of the
Minister under subsection (3) may, within 14 days of the receipt of the direction, appeal to His Majesty the Sultan and Yang Di-Pertuan in Council, whose decision shall be final.
(5)
The Minister shall not enforce a direction issued under subsection (3)-
(a)
during the period referred to in subsection (4); and
(b)
whilst the appeal of the licensee is under consideration by
His Majesty the Sultan and Yang Di-Pertuan in Council.
(6)
If no written representation has been received by the Minister within the time specified in paragraph (b) of subsection (2), or if any written representations made under that subsection have been withdrawn, he may forthwith carry out the modification as specified in the notice given under that subsection.
