Regulation and control of keeping, breeding or feeding of animals
of Animal (Diseases and Quarantine) Act
(1)
The Minister may, with the consent of His Majesty the Sultan and
Yang Di-Pertuan, make regulations for the following purposes —
(a)
to prohibit, either absolutely or subject to such conditions as the Director may determine, the keeping, breeding or feeding of any animal or type thereof in any private or public place;
(b)
to regulate the keeping, breeding or feeding of any animal or type thereof in any private or public place; and
(c)
to provide for the impounding of stray cats or dogs found in any public place.
(2)
Without prejudice to the generality of subsection (1), regulations made under that subsection may —
(a)
require any person intending to keep or breed any animal or type thereof in any private or public place to obtain a licence from the
Director and to comply with the conditions of such licence;
(b)
provide for the licence to be issued in respect of either or both —
(i)
the animal to be kept or bred; and
(ii)
the place at which the animal is to be kept or bred; and
(c)
empower the Director or an authorised officer to remove or destroy or cause the removal or destruction of any animal in connection with which any contravention of any regulations made under this section has been committed.

(3)
No compensation shall be payable in respect of any animal which is required by any regulations made under subsection (2)(c) to be removed or destroyed.
(4)
Section 72(3) applies in respect of any regulations made under this section.
