In discharging his functions and duties under this Order or any regulations made thereunder, the Director or an authorised officer may without warrant-

(a}

at all reasonable times enter and search any premises or stop, board and search any conveyance in which he believes on reasonable grounds that there is an item to which this Order applies;

(bj inspect any item found in any such premises or conveyance;
