Section 12

The Minister may, with the approval of His Majesty the Sultan and

Yang Di-Pertuan, by regulations require any person who imports, distributes, sells or offers for sale, permits to be sold or offered for sale or has in his possession for sale, any tobacco product to be licensed by the Director-General.
