Section 79

In the case of continuous payments to a Bank or a third party, the authority shall be filed for reference. Where it is impossible tore-tain the original authority, e.g. in the case of Powers of Attorney, Let-ters of Administration, etc. such authority shall be forwarded with the voucher to the Treasury or Sub-Treasury for inspection together with a copy for record.
