Payment vouchers shall be made out in ink or indelible pencil or shall be typewritten. The classification shall be quoted in full as described in the approved Estimates ; it is insufficient to quote only the number of the Head and sub-head concerned.

All vouchers shall be signed in full, in ink or indelible pencil, by the Controlling officer or by an officer authorised by him to sign on his behalf or by the holder of a Departmental Warrant. Stamped fac-simile signatures will not be accepted on original vouchers. Copies shall be initialled by the signing officer and stamped with his name stamp.
