Section 30
If entry to a premises cannot be obtained, the Authority may use such force as is reasonable in the circumstances to -
(a)
break open any outer or inner door or window;

(b)
forcibly enter such premises and every part thereof; or
(c)
remove by force any obstruction to his entry or inspection.
