"Inspector charged")

may, after being informed of the manner in which tile case shall be heard, make application to the Chief Police Officer that the case shall be heard by a Board instead of a single officer, or that the constitution of the Board appointed shall be changed (but only on the grounds of interest 01' partiality which shall be fully set out).

The application shall be in writing, and made before the day on which the hearing is to commence.

If the Chief Police Officer accedes to the applica­

tion, he may exercise his power to determine by whom tile case be heard

;15 though no earlier determination had been made by him.
