Section 19
(1)
No prosecution for any offence under this Act or any rule made thereunder shall be instituted except with the sanction of the Public
Prosecutor or a Deputy Public Prosecutor.
(2)
In any prosecution under this Act, the burden of proving that any poison found in the possession of the accused was not kept for sale shall be upon the accused.
