Section 8

When the owner of the land is a minor or is mentally deficient or is unable to read and write or suffers under any other disability or incapacity, both parties shall appear be-fore the Minister who shall keep a record of all such agree-ments, and no such agreement shall become operative till it has been certified by the Minister to be fair and reasonable.
