Section 9
In any proceedings against the proprietor, printer, publisher or editor of any local newspaper or any overseas newspaper, it shall be lawful for the complainant or plaintiff to tender in evidence any entry in or certified extract from any local newspaper register, either —
(a)
as proof of the truth of the matters stated in such entry or extract; or
(b)
as proof that the particulars appearing in such entry or extract were furnished and certified by the informant by whom they purport to have been furnished and certified.
