On the trial of the proprietor, printer, publisher or editor, of any local newspaper or any overseas newspaper, for any offence in which an ingredient is the publication of matter contained in any issue of such newspaper, the accused person shall be presumed to have published all matter contained in the issue, as the case may be, unless he proves that —
