It shall not be necessary to prepare a new record every year, but the

Board may adopt the valuation and assessment for the preceding year with such alterations as may in particular cases be deemed necessary as the valuation and assessment for the year following:

Provided that public notice of such valuation and assessment shall be given in the manner prescribed by section 21, and that the provisions of such section and of the three following sections shall be applicable to such valuation and assessment.
