Section 195
If any person performing his duties or functions under this Order is taken to sea in a ship without his consent, the owner and the master of the ship shall be guilty of an offence and liable on conviction to a fme not exceeding $10,000 and shall both be jointly and severally liable to pay all expenses incidental to the person's return to duty.
