Section 141
(1)
The Minister may, with the approval of His Majesty'the Sultan and Yang
Di-Pertuan, make regulations on matters related to liabilities and limitation of liabilities of carriers, shipowners, masters and salvors.
(2)
Without prejudice to the generality of subsection (1), the Minister may, with the approval of His Majesty the Sultan and Yang Di-Pertuan, make regulations on liabilities and limitation of liabilities with regard to -
{aj the carriage of passengers and their luggage by sea and the carriage of goods by sea;
{b) the maritime claims; and
{c)
collision.
