Section 102
(1)
The Minister may, with the approval of His Majesty the Sultan and Yang
Di-Pertuan, make regulations to license, regulate and control the use and specify the manning of ships and fees for the licensing thereof.
(2)
The Minister may, in making any regulations under this section, provide that any contravention of or failure to comply with any regulations shall be an offence and may prescribe as a penalty in respect of any one offence a fine not exceeding $2,000 or imprisonment for a term not exceeding 2 years or both and, in the case of a continuing offence, a further fine of not exceeding $200 for every day or part thereof during which such offence continues after conviction.
