Notwithstanding anything contained in regulation 11, if the Director, having regard to all the circumstances of the case, is of the opinion that it is expedient that the appeal shall be heard outside Brunei Darussalam, the appeal shall be heard at such place as the Director may direct and before such person as the Director may appoint.
(2)
For the purposes of an appeal heard under this regulation, regulations 15 to 18 shall apply as if any reference to the Director in those regulations includes a reference to the person appointed by the Director under sub-regulation (1).
