Any person who desires to obtain a licence shall make an application to the Commissioner in the prescribed form and shall pay the prescribed fee.
(2)
Upon receiving an application under subsection 11), the Commissioner shall consider the application and may grant a licence on payment of the 2686
prescribed fee and on such conditions as he may determine or may refuse to grant a licence.
(3)
The Commissioner may at any time vary or revoke any of the existing conditions of a licence or impose new conditions.
(4)
Every person carrying on the business of an employment agency before the commencement of this Order shall apply to the Commissioner for a licence within one month of such commencement, and any person who fails to do so is guilty of an offence and liable on conviction to a fine not exceeding $5,000, imprisonment for a term not exceeding 3 years or both.
