Section 6
{1)
No person shall carry on an employment agency unless he is the holder of a licence granted by the Commissioner:
Provided that it shall not be a contravention of this section if a person who was carrying on the business of an employment agency before the commence-ment of this Order and who has applied for a licence under this Order within the time allowed by subsecti9n (4) of section 7 continues to carry on such business until the determination of his application for the licence.

Any person who contravenes or fails to comply with subsection {1) is guilty of an offence and liable on conviction to a fine not exceeding $5,000, imprisonment for a term not exceeding one year or both and in the case of a second or subsequent conviction to a fine not exceeding $10,000, imprisonment for a term not exceeding 3 years or both.
