(1)
Notwithstanding the provisions of any written law, any person who is aware of the commission of or the intention of any other person to commit any offence under this Act shall in the absence of reasonable excuse, the burden of proving which shall lie upon the person so aware, forthwith give infor-mation to a police officer of such commission or intention, as the case may be.
(2)
Any person bound to give any infprmation under the provisions of subsection (1) of this section who fails to do so in accordance with the provisions of that subsection shall be guilty of an offence and shall be liable on conviction to a fine not exceeding $3,000 or to imprisonment for a term not exceeding one year or to both such fine and imprisonment.
