Unless permitted under Hukum Syara’, any person who uses any force, threat or deception —

to compel a person to marry against his will; or
(b)
to prevent a man who has attained the age of 18 years or a woman who has attained the age of 16 years from entering into a valid marriage, is guilty of an offence and liable on conviction to a fine not exceeding
$2,000, imprisonment not exceeding 6 months or both.
