Section 4

Subject to the provisions of any other written law, the Minister may, with the approval of His Majesty the Sultan and Yang Di-Pertuan, by notification published in the Gazette, declare any area in Brunei Darussalam to be a free trade zone and every such notification shall define the limits of the free trade zone.
