Section 12

Any person aggrieved by the refusal of the Director to issue or renew any licence under this Act (except under section 17) or by the

suspension or cancellation of any licence issued under this Act (except under section 17) may appeal to the Minister against such refusal, suspension or cancellation within 14 days after the date thereof.

The Minister may, after hearing the appeal, make such order thereon as he thinks fit and that order shall be final.

Any order made under subsection (2) shall take into account any scheme for the limitation of fishing effort for which provision is made in any fisheries plan.
