Section 74
(1)
No person shall sell by retail or offer for sale by retail, or permit to be sold or offered for sale by retail, or have in his possession for sale by retail, any intoxicating liquor whether for consumption on or off the premises of the vendor except under and in accordance with a licence issued under this Part and in a place specified in the licence.
(2)
The delivery of intoxicating liquor in quantities of less than 25 litres shall be taken in any proceedings under this Order to be prima facie evidence of sale by retail and that money or other consideration was given for the same.
