Penalty for possession of apparatus etc.
Any person, other than a person licensed under subsection (1) of section 53 or a person exempted under section 57, who knowingly keeps or has in his possession –
(a)
any apparatus for the manufacture of dutiable goods;

(b)
any still, utensil or other apparatus for distilling, fermenting or otherwise manufacturing intoxicating liquors;
(c)
any machinery for the manufacture of tobacco; or
(d)
any utensil, apparatus, material or ingredient for bottling, blending, compounding or varying intoxicating liquors, shall be guilty of an offence and liable on conviction to a fine of not less than $2,000 and not exceeding $10,000, imprisonment for a term not exceeding 3 years or both.
