Section 40

It shall be lawful for His Majesty in Council to make rules, not inconsistent with this Act, to regulate the conduct of all matters relating to the collection of excise duties, and the powers and duties to be exercised and performed by officers of excise, and generally for the purpose of giving effect to the provisions of this Act.
