Section 31

The State Secretary may, by an order made by him for that purpose, direct any still, utensil or other apparatus, or any receptacle, package or conveyance, or any dutiable goods seized under this or any other Act relating to the excise to be delivered to the proprietor thereof, upon such terms and conditions he may see fit.
