Section 30

Any excise or police off1cer may, upon reasonable suspicion or probable cause, stop and examine any con-veyance to ascertain whether any dutiable goods or other articles liable to seizure are contained therein, and any per-son in control of such conveyance refusing to allow such examination shall be guilty of an offence: Penalty, a fine of not less than $250 not more than $5,000.
