Section 13

The State Secretary may establish public warehouses wherein dutiable goods may be deposited and kept without payment of duty and may prescribe from time to time the amount to be paid as warehouse rent on any dutiable goods so deposited and may make rules to regulate the deposit, custody and removal of such dutiable goods.
