Section 20
(1)
Where the Authority considers it necessary in the case of an emergency, he may direct the immediate execution of any activity or the

doing of any act which is in his opinion necessary to prevent serious pollution or damage to the environment.
(2)
Any expenses reasonably incurred by the Authority under subsection (1) shall be recovered from the person whose act or omission resulted in the emergency.
