(1)
Subject to section 89, the Registrar General shall, upon an application duly made and after such enquiry as he may think necessary, register a person as a governor of an educational institution and shall issue to him a certificate of registration in the prescribed form.
(2)
The Registrar General may, in his discretion, issue to a person applying for registration as a governor or to a person required to act temporarily as a governor, a permit, in such form as may be prescribed, to act

in that capacity, and during the validity of the permit the person to whom it is issued shall be deemed to be registered as a governor under this Act.
(3)
A permit issued under subsection (2) may be revoked by the
Registrar General at any time and, in the case of a person applying for registration as a governor, shall cease to be valid upon the registration under this Act of the person to whom it was issued.
