(1)
The Registrar General, a public officer authorised by the
Registrar General in that behalf in writing or a police officer not below the rank of Inspector shall have the power to investigate in respect of the commission of any offence against this Act or any regulations made thereunder.
(2)
The Registrar General, a public officer authorised by the
Registrar General in that behalf in writing or a police officer not below the rank of Inspector shall, in relation to any investigation in respect of an offence against this Act or any regulations made thereunder, have all the powers of a police officer under the Criminal Procedure Code (Chapter 7) in relation to a police investigation, except that the power to arrest without warrant in any seizable offence shall not be exercised by the Registrar
General or the public officer authorised by him in that behalf in writing.
