Section 56
The pilot, owner or agent of any aircraft leaving any customs airport shall, before the departure of such aircraft, furnish to the proper officer of customs a full and correct outward manifest of the aircraft, in such form and manner as the Controller may determine, either generally or in a particular case, certified by such pilot, owner or agent, containing all particulars as to marks, numbers and contents of each package loaded at such customs airport and the names of the consignors and consignees of the same.
