Section 54

The master, owner or agent of any vessel, other than a local craft, leaving any customs port shall, within 48 hours of the departure of such vessel, furnish to the proper officer of customs a full and correct outward manifest of the vessel, in such form and manner as the

Controller may determine, either generally or in a particular case, certified by such master, owner or agent, containing all particulars as to marks, numbers and contents of each package shipped at the customs port and the names of the shippers and consignees of the same.
