Section 20
The Minister may issue a Code of Practice for the purpose of giving practical guidance with respect to any of the requirements of this Order.
{2)
The Minister shall appoint two or more persons to act as the Reporting
Authority.
{3)
The Minister shall in his discretion issue directions to the Reporting
Authority respecting its powers and duties under this Order.
