altered, abstracted, concealed or destroyed, any entry, forges a document, or makes use of or holds in his possession a false document, purporting to be a valid document, alters any entry made in any document, or issues or uses a document which is false or incorrect, wholly or partially, or misleading is guilty of an offence and liable on conviction to a fine not exceeding
$20,000, imprisonment for a term not exceeding one year or both, and, in the case of a continuing offence, to a further fine not exceeding $1,000 for each day during which the offence continues after conviction.
