Section 15

During any absence of the Warden from the place of safety, any power conferred or duty imposed on him by these Regulations may be exercised or performed by the deputy Warden or, in his absence, by a senior and experienced member of staff appointed by the Warden to discharge his functions.

The Warden may, at any time, with the approval of the Director, delegate to any senior and experienced member of staff the performance of any of his duties under these Regulations.
