No public entertainment shall be exhibited unless it is exhibited under and in accordance with the approval of a Local Censor or, in the event of an appeal, the approval of the Board of Review, and, if it is exhibited otherwise than as aforesaid, the proprietor of such entertainment, and any person

responsible for its exhibition, and any person who suffers it to be exhibited, shall be guilty of an offence and shall be liable, on conviction, to imprisonment for 6 months and a fine of $12,000.
