Section 63

Any expense incurred by an authorised officer or other officer in the exercise of the powers conferred on him by this Act or any regulations, order or direction made or given thereunder shall be charged against the owner, consignor, consignee or importer, as the case may be, of the animal, carcase, article, building or conveyance concerned and may be recovered as a civil debt.
