Section 16
No person except the Director of Agriculture, or a person authorised by him in writing in that behalf and sub-ject to such conditions as the Director of Agriculture shall see fit to impose, shall
(a)
import any noxious plant; or

Agricultural Pests and Noxious Plants
(b)
possess or keep any noxious plant or a1low the same to grow in or on any land of which he is the owner or occupier.
