(2)
No application for compensation shall be enter-tained unless it is in writing and is received in the office of the Director of Agriculture within 3 months from the date of the order requiring-'the destruction of such plant.
(3)
Subject to this section no owner or occupier of land nor any other person be entitled to compensation for any expense incurred or damage occasioned by any notice or order given or act done in pursuance of this Act or any rules made thereunder unless such damage was occasioned by negligence or maliciously, and without reasonable cause.
