(1)
Where any matter is under this Act required to be done by or before an arbitrator, the same shall, without prejudice to the provisions of this Act and to any regulations made hereunder, be done by or before the arbitrator for the area in which the accident which resulted in the injury occurred:
Provided that, where the workman is a seaman, any such matter may be done by or before the arbitrator for the area in which the owner or agent of the ship resides or carries on business.

The Minister may, in any particular case, direct that any question which has been referred to an arbitrator for decision under section 32, be transferred to some other arbitrator for decision and the provisions of this Act shall apply accordingly.
