Section 4
Any person who recruits, transports, transfers, harbours or receives any person or persons for the purpose of exploitation by one or more of the following means -

threat;
(b)
use of force or other forms of coercion;
{c) abduction;

fraud;

deception;

the giving or receiving of payments or benefits to achieve the consent of a person having control over another person, shall be guilty of an offence and liable on conviction to a fine not exceeding
$1,000,000, imprisonment for a term of not less than 4 years but not exceeding 30 years and whipping.
