( l) Without limiting the matters that may be included, the conversion plan may consist of

(a} the procedures and timetable for determining the allocation of a spectrum right to replace the spectrum use allocated for licensees; and
(b)
such other matters as the Authority considers necessary.
(2)
The conversion plan need not require a spectrum right to be granted for the whole of the spectrum to which the conversion plan applies.
(3)
The conversion plan shall be consistent with-
(a} the radio spectrum plan; or
(b)
the radio frequency band plan that relates, wholly or partly, to the part of the spectrum to which the conversion plan relates.
