( 1)
of Telecommunications (Radio-Communication) Regulations, 2013
The Authority may grant a Mobile Apparatus licence to approved applicants for the purpose of enabling them to transmit, receive or transmit and receive messages by means of mobile service.
(2)
The Authority may refuse to grant a Mobile Apparatus licence if it is satisfied that the radio-communication service that is, or is intended to be, provided by or through a network may be adequately provided by or through a public telecommunication system or by any other means, unless-
{a} the network provided by or through a public telecommunication system or by any other means is not available within the area where the network service is intended to be operated; or
{b} the number of mobile stations intended to be used is more than fifty units.
